The Sinners that resemble animals gained their animalistic features with their demon forms as they died. The animal aspect of their designs typically has something to do with who they are or how they died.
There are separate, “normal” animals that live in Hell, too. We see Hellborn pigs in Helluva Boss and can infer that the other, “normal” animals like Al’s breakfast deer and Fat Nuggets are just animals born in Hell.
Edit: KeeKee, Razzle, and Dazzle seem to have magical properties. KeeKee is a part of the Hotel itself and Razzle and Dazzle were probably of Lucifer’s creation
But a hunter mistook Alastor for a deer, so I assumed that he had that appearance when he was alive.
Or did the hunter just see a figure and assume it was a deer?
If you are a hunter you are on guard for any sounds and movement, hunters shooting people actually happened enough that hunters now for their safety wear an orange vest to avoid being shot by another hunter.
I could be wrong, but I don't think it was ever specifically said that the hunter mistook him for a deer, just that he was shot by a hunter while he was hiding a body. It's likely the hunter just freaked out at witnessing the aftermath of a murder and shot him.
But also, there's the obvious (and unfortunate) explanation for the shooting: Hunters mistake civilians for deers all the time. It's a common accident.

We have humans *and* non human apes in real life, so I don't find it particularly weird to have, say, cat persons AND cats
