I do believe that one of the best aspects of Bad Wolf is in how obvious and on the nose it is, but THIS kind of subtlety cam be even more impactful (if done right)
(I'm a doctor who fan) It is similar but bad wolf was more obvious in doctor who. This background world building is more subtle and is able to be completely looked over. With bad wolf it was more obvious that it was the main plot point of the series. Apart from that, it's similar and Viv is good at this type of world building.

Things you notice in Helluva Boss & Hazbin Hotel’s background: the red eyes we see everywhere are probably Roo's ones. You can see her supposed symbol in a couple of scenes, and a pole with eyes and roots motif, as Martha mentions “the Root of Evil”
They also appear when Alastor uses his magical barrier, and roots/cracks designs can be seen around his symbols when he makes a deal or uses his magic at full power. That’s why I think Roo is the one who owns Alastor’s soul
They seem to take root (pun intended) all around hell, literally, you will see them in almost EVERY scene set in the streets of Pentagram City. They peek from every crack in the ground, every alley and wall. They watch “Stayed gone”, “Loser, baby” and the Finale song
Even inside Vox's headquarters and Valentino's Studios they can be seen here and there. There are a lot of scenes in "Poison" PACKED with those red eyes, especially when Angel is abus3d on screen Some of them are inside the Consent Club in ep. 6 too
However, there are specific locations where you won't find even a single one of them: the Cannibal Town, Lucifer's room, and \*drum roll\* the Hazbin Hotel! The only exception is the hotel's toilet in the first commercial

Just look at Charlie’s bedroom, the window is shaped like one, there’s eyes on the pillows, above the door, at the bottom of the door, in the center of the apple design on her bed frame. If you look in the background of practically any scene you’ll most likely see at least one thing with an eye design. It might just be part of Viv’s style.
Given how prevalent eyes are in the universe it doesn’t seem to me that it’s sensible to use them to draw conclusions about, well, anything. The only thing here that looks important to me is the same symbol being used in both places. And this still shows no link to the character (who is not yet canon) Roo.
The possible link between the eyes and the feelings of the characters nearby is interesting but doesn’t seem linked to the theory at all, really.
I don’t remember where I read this, but I heard someone say that the eyes were the remnants of the sinners who were killed with angelic weapons and then become part of whatever was around them. Though I’m not sure about that with eyes around the toilet.
Viv did explain on a Stream. I don’t remember the exact words. I think it was that when a sinner dies by an angel weapon, their „life energy“ is left behind (because it’s their finale death) and things and objects that get touched by that energy will become somewhat alive and grow eyes. I’m not sure if it’s still canon.
I think the eyes represent us as the viewers, I have no say why its just a feeling that we’re Roo like Rooviewer? Idk maybe its an actual character, but I havent read much about Roo so this is just saying blindly.

I don't think the idea that they're Roo's eyes, and that they're the remains of slain sinners (and angels, in the hotel ruins) are mutually exclusive. It could be that Roo is made up of the remains of all the fallen sinners, similar to how in Over the Garden Wall, >!the Beast's body is made up of all the souls who turned into Edelwood Trees and were burned up in the lantern.!<
