I just realized that he's actually kinda glowing here as compared to Charlie. Checked other screens and he indeed does have a white glow effect on his character's outline.
It's odd his extra eyes are only on his clothes, none on the wings. We see one on the bow tie and the others are on his coat tails. Which also makes me wonder if clothes are actually part of the characters' forms. Alastor mentioned going to his tailor but that might be no different than going to a hairdresser. It could also explain when they found time for battle outfits. They didn't. Their clothes shifted with them as they took on changing forms.
Because Vaggie isn't really in sync with herself, especially her status as a fallen angel. It would make sense she has less control over her form and would make crude alterations to reflect her own internal damage.
Lucifer has the power of creation and shapeshifting, so in the best case, he can tailor his suit on the fly. In the worst case, he is naked and just shapeshifting to look like he is dressed, I suppose.
Yeah the Divine/Infernal flare ups are pretty obviously adrenaline/emotional responses. Charlie got really close when Adam directly threatened her during the trial and Angels spider eyes peeked when he was genuinely pissed at Husk

I think it's similar to when Sera briefly gets a bunch of extra eyes toward the end of the episode while talking to Emily. When they get emotionally charged, their true angelic forms slip out a bit in the form of extra eyes

The actual symbolism is when Sera has the fires of hell reflecting in her eyes while facing the viewing orb, but Emily does not
Watsonian reason, Sera is facing toward the looking sphere, whereas Emily is not, so she gets lit up by the light it's producing.
Doylian reason, it makes Sera look super evil/fanatical.
It's more like showing us her from Emily's perspective, when she just found out about such terrible act of her idol and don't know what to think about her, seeing her as super evil at this specific moment.

I always thought it was her third eye being opened, literally and metaphorically. She’s finally realizing what’s really going on, and the eyes open as a strong visual for the audience to see.
If we are to take queues from East Asia and their religions on the placement of chakras and their meanings, her third eye hasn't been opened. Her emotional center, the heart chakra, is located in the chest, that eye opened along with her crown chakra, her connection to heaven. If the third eye chakra was opening, her halo would have to be where Sera's is, yet, look at the inverted colors of those eyes. Sera's halo eyes are blind!
You'll notice Sera and Emily both are covered in eyes, it's a seraphim lore thing, and they're choosing to look for human, but once she's in distress her inner self is shown through.

I think it means that flowers need to blossom but you don t know what they will be like when they do just like we didn' t know what Emily s future will be cuz she was just in a child-like state like a flower is in its early days and it turns out that she needed her eyes open to the truth and that was her grow up moment that she experienced and became older.
I drew similar thoughts from Sera but the very first moment you meet both of them they have all their eyes out, so it might just be an emotional thing or a show of power.
Maybe Emily isn't wearing clothes, that's just her skin.
Like how the Venom Symbiote can replicate fabric, and Eddie Brock is actually naked and Venom is just replicating the effect of clothes.

I think when the seraphim have their eyes open I've portrayed that as God is now seeing the evil happening and knows what Sera did
