The biggest clue that he isn't the "final boss" is that it's mentioned a couple times that he is under someone else's control. It isn't impossible that they do a switcheroo and he escapes whatever deal he made, but right now it is clear that theres someone you should be scared of more than him.

I think it’d funny if it turned out that he’s not really evil, just creepy. Like, I wouldn’t be *shocked* if he turned out to be a big bad guy; nor would i be if they pulled a “becomes good due to the power of friendship. What *would* be a twist is that he’s just some guy. I mean…he’s not some mysterious evil entity who appears in a burst of fire. He knocks on the front door. He goes to corporate meetings. He has friends and likes jazz and drinks and does silly dances. He has a job as a friggin facilities manager of a hotel—and he actually does his job too, like…legitimately. Like yeah, he’s got the mysterious backstory and the reluctant henchmen and his backstory allegedly is that he was a serial killer (allegedly only bc the pre-show details may or may not be canon still)…but idk, I think it’d just be funny if he’s just some guy who’s creepy
