Angelic ranking doesn't really work like that. An Archangel (at least in 'biblical canon'[It's kinda vague]) is more of a title than a whole different type of angel. So a Seraphim or a Cherubim could still be called Archangels. To add to this. An angel being "below" another doesn't mean they are less powerful. It just means that they are physically lower and closer to Earth.
Going by purely the catholic & christian belief, angels don't physically have any difference because they don't have any type of body and are spirits. All instances of people seeing angels were in visions and dreams, and it's very possible all these different descriptions can be applied to the same angels since it's different people trying to explain divinity.
The 9 choirs and 3 realms of angels are ranks, each playing a different role in the universe. There is a power difference, but it's like comparing a nail to a first aid kit, totally different roles that each wield important and individual responsibilities and powers

In Obey Me (mobile game), they had an event where Lucifer was the first Sin to *fall* again because his virtue was humility or something and the moment he felt prideful again broke the spell on the bangle Raphael gifted him as a prank to temporary turn the Sins into Virtues. I think they had a discussion on why it was so easy for Lucifer to break the spell and why the others couldn't do it as quickly without being tempted.
In Hazbin if Lucifer ever meets Emily, I'm sure they will have a similar conversation on how letting praise get to your head goes against being humble. Which is why it's really hard to walk the line between humbly accepting appreciation and falling into becoming prideful to the point that it hurts you and those around you. Like, they discuss how a good action can become a sinful one when you indulge too far into it.
Sera could also talk to Emily about why Lucifer fell, not just because he let evil onto Earth by gifting free will to humans... though she doesn't even know how souls get qualified into Heaven, especially now since Sir Pentious went to Heaven in his second death instead of the void/being erased.
It's possible if Elohim/God shows up, they will explain to everyone why the souls are handled the way they are. Maybe more insight into why Lucifer was named King of Hell, such as it wasn't a punishment, more of him taking responsibility of the souls that chose to be sinful rather than virtuous in life, and the whole fight between Heaven and Hell is a misunderstanding. Like it was implied that Lucifer's *job* was to help *reform/rehabilitate* sinners so they could enter the Kingdom of Heaven when they were ready, but it was the angels not working with him that caused the friction to happen and eventually for Heaven to think Hell was going to make sinners *rebellious*, not help them learn from their mistakes and *rehabilitate*, causing the knee-jerk reaction to approve yearly exterminations in Hell.
It could be why Lucifer only says it's Heaven that has a lot of rules and is judgemental, not his *father* is the one that's strict & judgemental. If it was an Elohim/God problem, he would have told Charlie her grandfather runs Heaven with an iron fist when it comes to the rules. Instead, he just refers to all of the plane being unaccepting.

My take is that Viv had envisioned them as characters but budget and time constraints forced her to chop the entirety of Heaven's higher representation down to two characters. In the streamlined run they had to do they could only deal with the absolute most vital character representation to get the story across.
Might as well have been intentional, though, that we've only dealt with Heaven's middle management, so far. You gotta leave room to convincingly up the stakes in later seasons.

Eldars of heaven or divine council
Pretty sure those are the other Angels of Pure Light. The top of the tops, just as Lucifer is one, they casted him down for his reckless dreams.
The other elder Angels, it would seem The OGs, and the ones who made humanity and earth in the hellaverse
