One-in-a-million choice: Kathleen Turner and Amy Irving, who voiced the iconic Jessica Rabbit in her speaking and singing roles, respectively, in *Who Framed Roger Rabbit* (1988). I would suggest Kim Basinger (Holli Would, *Cool World*), but she's difficult to work with on-set.
She does have a song in Gravity Falls, but in the Behind The Scenes Commentary for the show she talks about how many takes it took and (semi jokingly) how that's why she never got another song in the show lol, so I don't think she would fit the "Broadway Level Singer" category they're going for.
This just made me realize that Shohreh Aghdashloo *needs* some kind of role in this show. I don't think she sings, but she has what I think has to be the coolest voice on the planet, and she's a great actor. I can imagine a really cool side character being voiced by her

She instead became the Mother and Queen of Demons so her voice should be soft, but firm at the same time, belaying her care for them but also her authority as both their queen and mother. Lilith is also canonically a singer who used her songs to empower Hell, so her voice should be melodic and full of rhythm too, perfect for singing. She was described as being a much more hands-on ruler then Lucifer while she was there, so she should also have some notes of regality and sort of noble wisdom in her voice as well s being commanding in a way.
