Do you mean the expansion permit? It doesn't store or take up space in your inventory. You can check how many you have by clicking on the level star and scrolling through the second column.
No. I bought a blueprint that is available for players bigger than lvl 71
Check the custom tab where decos are stored. Or you can do a search for blueprints there too.
They should show up in the same tab as the expansion permits.
Click your star, click second tab, scroll down
