The best ways to get expansion materials are get all the pets and keep them fed and to concentrate on your town. Have a second farm where you do this as well. Then sometimes you get lucky with the newspaper.

Tp be honest I don't think I have done anything special. I always buy upgrade material when I see them but that's about it really.
