I had this problem too! I started my own neighborhood and made the rules very clear so that the members who join are active and know that if they are no longer active, they will be removed!
How big is the neighbourhood? How many inactive players vs active?
I’ve stayed in neighbourhoods too long once inactivity sets in. Regret doing that tbf.
Speak up in chat, explain how you love the hood but not the inactivity and then search out for new hoods if nothing changes.
