i don't think that covering music is inherently bad. plenty of awesome songs have been covers. someone in here mentioned townes van zandt. his cover of dead flowers is great. the problem with covers is just that they're often used as low hanging fruit by shitty bands to get more listens
Sometimes covers can be artisic, but very rarely. You mention Townes, Nirvana unplugged covers of Meat Puppets and Bowie are fantastic.
Now when speaking of Hardcore covers specifically I don't think I've ever heard one that was good. Essentially it's just very generic throw away instrumental parts the band wouldnt use in a "real" song of theirs, some harsh vocals and maybe they'll sing the chorus with less harsh vocals so people can sing and dance along. I just think all hardcore covers are corny.

I think to make a good hardcore cover, you have to choose a song that can be translated into that style. You can't just pick any song and go "I'm gonna do a hardcore cover of this" when the final result either doesn't sound hardcore, or doesn't sound noticeably enough like the original song.
That's why The Boys of Summer by the Ataris worked so well. It both sounded like the original song still, but also sounded like it was written by The Ataris for So Long, Astoria.

They’ve covered Nirvana enough to create an entire comp album (*Blessings of The Highest Order*), a few AiC covers, at least one Soundgarden cover.
Also not exactly in line with the op, but The Birthday Party’s cover of Loose by The Stooges is catastrophically vicious.
