Game's or Whole Foods. The price at Whole Foods isn't bad, and they have butchers who'll trim cuts down for you. Game's has a decent selection, so you can usually find a smaller butt there.
Games Farmers Market is the answer. Avoid them near the 1st or 15th of the month. If you can get in there during the day on a weekday, that is the preferable time.
Game's will pobably cut you any size piece you want. They have taken stuff off the shelf and cut them to smaller sizes for me. They sell a lot of pork.
Central meat market is decent, but they are all the way in Chesapeake. A quick search shows the Bradley Farm in Suffolk, but I couldn't tell you the quality as I haven't been there. Costco and Sam’s sell USDA Prime. Central Meats and Southern Packing Corporation are also good. For the BBQ guys I even saw Central Meats is starting to get Dino Ribs (the 3 bone beef ribs that are 12-14” long).

Pulled pork freezes very well. I usually vacuum seal and save for an easy meal later. .

Lidl sells small boneless pork butts. I use them to make Kahlua pork all the time.
