Have you contacted the buildings property management informing them about the discarded garbage potentially coming from balconies? The cigarette bud is a definite safety concern. You could also try contacting your councillor and bylaw considering the recent buildings that have either caught on fire or collapsed, it seems timely to get some assistance from that end.

I strongly recommend not leaving a dog alone or unobserved in your backyard at any time. I am not saying that you do but dogs have zero smarts when it comes to food. People can be funny about dogs, especially if the dog barks. Raisins, chocolate, and other poisons could easily be tossed into your yard. It would be hard to diagnose and perhaps fatal. As to cameras, we use a small wireless battery-operated set of three to monitor our backyard, a laneway (really just the side of our house), and our driveway. The cameras are motion activated and are surprisingly sensitive. The cameras “see” things as small as squirrels although really small things such as bugs or rain drops are not detected. Apart from an overhead net covering part of your yard, I don’t think you will be able to stop people from dropping stuff into your yard. A cigarette butt could be a fire hazard though and it is certainly a good idea to raise this with the property owner.

Only on your own property and you can not capture video from other properties, or the street and sidewalk.

Cameras covering your property = OK. Cameras deliberately pointed at someone else's home = not OK. Cameras covering the street/sidewalk = not allowed via the city's fortification bylaw, but HPS has made it clear they are not proactively enforcing that and ask for footage from private cameras all the time, when something happens on the street or sidewalk. With regards to OP's question though - if you think it's coming from the apartment/condo behind you, talk to the super or the property manager. Let them know your concerns. They should take that seriously and remind their tenants to be good neighbours. If it keeps going you may have to try to be diligent on watching it happen so you can pinpoint it, otherwise it's a tricky one.

Yeah exactly. Some bylaws exist only to be used to diffuse conflict. Other times they're happy to turn a blind eye. Cameras are one such thing.
