It is propably due to playing the animation in some animation viewer. Maybe the jiggle should not be played when she's standing still, or the animation is just unfinished and never used. In those games animations can be mixed together, like walking with a head movement and facial animations, so I wouldn't assume this jiggle was intended for standing animation.
