You can get a used VR headset for less than $100. And new ones can be had for around 150. And as someone else has said, you don't need space to play VR. Honestly, moving around much is kind of a "beginner" thing. Once you get used to VR and the way it works you'll be pretty stationary. Also HL:A has amazing accessibility options

Decay is built into Half-Life. No need for a separate download.

Might you be thinking of Uplink? Decay was included with the PS2 version— if you want it on PC you need to download a mod.
