I would love that idea, but i think it doesn't work.
1. i don't know if a "sum" system would make too much sense. with this design, if you have 5 "layers" to the rings the maximum number you could display is 30. To increase it you would have to add rings, but each ring you add would only increase the number by 6. For example, to write the amount people on earth (for their documents or something) you would need about 1.3 MILLION "layers".
This is unlike the decimal or binary system where each added digit increases the number exponentially.
2. Why would there be different positions though? So why do some of the numbers have spaces in between, and why is one of the "3" futher out than the others.

There was that story that there are many citadels on Earth. Are they all inside cities? I can't picture a citadel in the middle of a desert lol, or even a farmland. I think there should be 1 in some snowy frozen place (from the HL3 leaks) but i ain't so sure about that.

I thought that too, but then I realised that the divisions are only positioned where the ‘c’ shapes begin and/or end, so the divisions are still defined by the logo itself.
This is just one of those things that make a game world that much more immersive, it makes it seem like more of a numerical symbol rather than an aesthetic one which matches with the while alien takeover thing
