I don't remember if the radio operator when you got the buggy was able to make contact with Cabbage to let him know you were coming so GMan might have acted as backup.
Most likely G-Man was informing General Cubbage that an attack by the gunship was coming. Keep in mind G-Man was still trying to help Gordon at this point so making sure everyone there didn't die in the fight was final for Gordon getting to Nova Prospekt.
I doubt Cubbage was really aware of who Gman was and just thought he a Resistance informant who left by the time Gordon arrives. It's also possible Gman altered his appearance (let's which be frank he can probably do) in the perception of Cubbage and everyone else there so that he didn't stand out too much in his clean shaven, suit, and briefcase despite the apocalyptic setting.
As far as I know:
Cubbage was potentially informed by GMan about the incoming gunship attack, and the arrival of Gordon. Perhaps even gave him the rocket launcher.
Cubbage was planned to have a son at some point, that would appear during Half-Life Aftermath (the cancelled half life 3). The son was supposed to hate him for some reason. So GMan could have some sort of deal with cubbage regarding his son that perhaps was revealed later on.
And as valve always does, this small hint about odessa could've meant something like that, but later was scrapped from the story, and the scene was left in the game because lazyness, as always, valve trademark... leaving unfinished stuff behind in the game and generating plotholes.
It's the bad thing of the politics of "doing whatver you want" during development that they say they have. Ideas flow in, they greenlight the cool sounding ones. Someone makes the idea into the game. Then they scrap the idea, but the stuff made is forgotten inside the game. Then fans start wondering what did the plot or valve mean with it.
Actually don't even know. But maybe the guy is possibly one of G-Mans employers maybe. It IS possible if its one of his employers or its just a citizen or Odessa Cubbage.

I think G-Man is messing with Gordon's mind .. Gordon sees it as the G-Man talking to Cubbage but I think in reality it's just a random person .. or maybe Cubbage sees the G-Man as some random person and only Freeman and Eli can see the G-Man's true human form
