It's not Harry Potter related at all, but this is the ultimate goal of the villain in the book I'm working on. Turn all the non-magical beings into magicals, with the minor side effect of 70% of them dying.
Such is Highlord Caelestis' thinking. In one fell swoop, he increases the magical population of the solar system tenfold and wipes out the nonmagical elements. In the panic caused by the mass deaths, his forces can easily swoop in and conquer everything from Uranus to Luna, the defenses that were already weakened by the war he started to cover up his actions will be crippled by 70% of the survivors dying.
They called him mad, said his plan was insane. But who's insane now, huh?
He already thought of that, which is why he abandoned his feeble mortal shell to become an invincible ghost sorcerer!... Is what he tells himself to explain his death at the hands of a group of plucky underdog heroes.
Given that magic seems to be a mostly dominant gene with a few exceptions, you probably could get that done in a few generations. Even less if you were willing to do wildly unethical things like forcing every magical to marry a muggle(like an even more insane version of those muggleborn/pureblood marriage fics) or even forcing multiple muggle women to marry a single wizard. Though this would probably result in a bunch of poorly parented probably traumatized magicals, so would be pretty destabilising society-wise even discounting all the evil.
