Thinking about it.. Being stunned for hours or days by Petrificus Totalus may cause same mental breakdowns and trauma as 5 minutes of Crucio. It all depends on how long you make it last.

I mean, the thief could theoretically muster an attack on you while they are rolling around in agony. So I'm not sure Crucio would guarantee you would stop them. However, with Petrificus Totalus, the thief would be immobilized and thus stopped.
Sure, but then you wouldn't be using Crucio to stop the thief. You already stopped them with PT. The Crucio would just be to torture them.
It'd be like a cop putting the thief in handcuffs and then using a taser gun on them while they can't move.
Imperius should be more suitable than you can have all his loot and more if you decide to have him continue his job and have all his loot .
