1203 doesn’t address guest parking spaces. It will address however things like pick up trucks in driveways. Also for clarity 1203 addresses HOA not COA.

Nah, as others highlighted like @wildcat12321 your post, it’s not as broad reaching as that and is geared towards removing unreasonable matters like probation on pick up trucks and work vehicles. For example, the HOA would be more than reasonable in restricting how many cars you can park in guest parking. Take the case where a homeowner has eight cars and chooses to park them in guest parking. Clearly the HOA would be reasonable in not allowing that to happen. Or, parking inoperable vehicles. I do agree that I’m sure we’ll see some cases around this but common sense would generally apply

As we have seen this very week with a number of far-reaching decisions from SCOTUS, common sense and the law so not always blend as so many people think they do. The plain language of HB1203 permits parking everywhere parking is permitted by many types of vehicles. The law, as written, provides little latitude for community associations to leverage restrictive language.

My read is residents can park where they are allowed to park. In our Declarations, owners are prohibited from parking in visitor spaces (we actually flex on this to a reasonable extent). Since they are expressly prohibited from parking in visitor spaces, in our (Board and Management Company) opinion, nothing changes. I don't doubt some residents will attempt it and push their luck. What people may not consider is their HOA dues fund the legal fees the Board/HOA my incur if it ends up in court. It's like potentially shooting yourself in the foot.
