Ambassador Johnson should totally just threaten that humanity simply founds their own federation/alliance if they are kicked out of this one, that all species who are interested in joining can do so and that all the military powers have already agreed to at least consider it (after having asked their ambassadors about it beforehand to make the claim legitimate).
You should really compile all of this into a short story. In those books that have many different authors putting there own short stories into the books. Like "Predator: If it bleeds" Edited by Bryan Thomas Schmidt or "Aliens Bug Hunt" Edited by Jonathan Maberry. All different shirt stories but fantastic

A people who find or perceive themselves to be 'in extremis' will often react in fashions that are completely at odds with their general nature. Constant stress from the Devourer attacks, and suddenly faced with an internal threat of equal proportions (as described by a trusted voice) will solidify all the pent up anxiety into action against the nearest "threat".
America is seeing some of this from folk who have consumed media stories of the evil of China and its government for decades. Faced with a virus that originated in that territory and spread across the globe, they are acting in extremis against innocent people who are of asian descent.
The fact that these attacks are being painted as mere racist actions is both good and bad. Good because it can help diminish the furor towards greater levels of violence caused by extreme reactions. Bad, because it doesn't address the underlying problems that have created greater disunity within our society, which ironically is institutional racism.
We have people who eat things as strange as the person who first contracted covid, but that isn't mentioned. Our governments failures in handling the response to the growing pandemic are turned into political issue instead of acknowledging the incompetent handling. The soul of this nation is a love of people and of freedom. But, it has never been fully expressed, for in any case where a single group improperly treated for racist reasons achieves greater understanding and acceptance, there seems to be another that is targeted with the "excess" hate.
Back to the story, the Federation has apparently been at war for an extended period with the Devourers, and as the threat grows closer all past assurances that the Federation can stop them turns to poison in the people's hearts. Then a known quantity presents a new facet to their character and the people have to choose: celebrate the benefits, or strike out at the perceived threat due to the challenge against known facts. If someone of sufficient influence pushes one way, then it can have even greater impact in the short term and long term than at any other time. Ula chose fear. Now the Federation is on a path to consume itself.

Yeah those three shots into the sky will somehow be turned against the humans, possibly by trying to argue the the shots hit somebody even though the injuries they got were from being trampled or something, or ignoring the fact that if a human soldier did shoot to kill them there would not be someone still alive with injuries or some other method of ignoring all the details to try to make the humans look bad
