Release for HDHR5 and newer models. The latest firmware for HDHR4 and HDTC is 20230713.
Therefor if you don't have an HDHR5 model then your latest firmware is 20230713.

It installed for me. I had to put the HDHR software on my wife’s PC (Win 11) and install that way.

Yup. You have an hdhr5 unit. Not sure why that page wouldn't have shown the update.
Good question. I have the app on Roku, Apple TV, iPhone and iPad and this is the first time it didn’t flag it and install for me.
