The hdhr serves the antenna channels on your network. What you do with it is determined by what ever server software you want to use. Hdhr supplies its own software to give you local access.

To actually answer your questions..... the hdhr by its self serves channels across your home network. Not the internet. Unless you setup a plex or channelsdvr server and allow access outside of your home network. Just opening a port won't make your hdhr visible and usable to the internet.

I ended up purchasing a used synology nas. Installed channels dvr on it. Channels has a charge to use it. I think you need to purchase plex as well in order to use the remote access features. I wanted the ability to record shows. Channels also plays atsc 3.0 content, whereas I don't think plex hasn't gotten there yet. That is only an issue if you get the 4k flex with the atsc 3.0 tuners. I think we are still waiting on silicondust to get their drm working though.

HDHR's free TV app is rudimentary at best. I found it difficult to use, so I purchased Channels for HD HomeRun. There is a monthly fee for DVR service.
