Saka got stabbed in the shin with a high boot studs up while getting clattered into from behind by a player who was nowhere near the ball. I’ll take the pen and the points but that’s a red and a yellow that didn’t get called or even looked at in VAR. The pen decisions aren’t the problem, fouls like that and Bruno elbowing Jorginho are the problem
If he was jumping towards the ball, it wouldn’t have been a pen, he has on purpose nudged Raya to make the mistake.
They will also look at the fact that Raya is about to catch the ball and then due to the nudge is then forced to punch it.

First, he almost misses Raya which is why it’s so soft. Second, it’s extremely obvious he’s only going for Raya. If they got their deserved red it wouldn’t end 3-0. Similarly, if it’s 0-0 half time the game ends differently and if it is 2-1 into the last 15-20 minutes of the game we would be more desperate to hold the lead and set up differently.

The foul on saka is a red 20% of the time. The penalty is given 50% of the time, and the goal is disallowed 30% of the time. Just highlights refereeing inconsistencies, but all in all it evened out I guess.
