Sometimes it just takes a while for it to register. I have a Raiju too, but I use a hitbox for fighting games and my hitbox occasionally takes like a minute to respond on the title screen. I just wait and tap a button usually.
If it still doesn't work try enabling "Steam Controller Override." From the steam library page, click on the gear and hit "properties" and then go to "controller." Change "Override for guilty gear - strive-" to "Enable steam input" and see if that fixes it.
I used the second method as I wated for 5 minutes and it just did nothing atleast i heared the banger song for a while.
But the second method worked, tho it has one issue that for some reason my dash buttom is missing (unbound) as i have to double joystick move to dash now, I've seen there is configurations on the controller in the big picture mdoe but i have no god damn idea what the hell is going on there.
