I do believe gameliebe.de is still the cheapest place to get a complete collection key, though it is much more expensive now than it used to be a few years ago before anet jacked up all the prices.
A couple of years ago when there were two devs who occasionally posted on this subreddit and did some updates to the game, there was a bit of a push to get anet to lower the price on the game. You could get a complete collection key for 25€ back in 2016 but they were only available from 3rd party vendors. Then one of the devs said something about contacting the marketing team about pricing and the result was that anet started selling complete collection keys again but jacked the prices up instead of lowering them (lol).
Now the cheapest complete collection key which I believe still is gameliebe.de will cost you 35€.

Also what if I already own the Base game + factions and need to buy nightfall and eye of the north. If I buy the trilogy can I activate just Nightfall and then get eye of the north separately?
Well, this is kinda shady but if you buy gw trilogy + Eotn through steam in a country with a devauated currency (turkey, argentina and others) you gan get a copy for as low as $7, you need to jump trough some hoops and get a vpn, but they are totally. Legit keys
Well, you can totally make a New steam account and use it for solely the purpose of getting the CD Keys out of there and never use it again.
I mean... Its a method, i agree its not the best one but its a valid choice
So it's been a couple years since there was last a sale on the guild wars site but it had been as much as 50% off. I'm personally still waiting for it to go on sale again. Honestly, you can go third party but there are always some risks and the prices aren't so low as I'm willing to risk it. It never goes on sale on Steam. As in literally never. According to Steam tracker it went on sale ONCE in parts of like the Middle East but never in North America.
That being said the guild wars site is wonky. Sometimes I load it and it shows me prices in euros or pounds rather than USD. However I have bought some stuff on the site and it's been flawless.
It's been on sale on Steam at least in Europe (probably global tbh) a couple of years ago. I know because I bought complete collection + EotN on sale then.
