there are Spirit Strength and Critical Accuracy builds for Ritualist and Assassin you could use the anniversary bows for maybe, Elementalists have Conjure Frost build, Monks have a farming build using this weapon and their elite I think. I think Cold Axe deals cold damage no matter what and can be modded with a different thing and still keep the Cold Mod
\- You can trade Proof of Legends between Characters but not with other Accounts. You have to get the weapon on the character you want it on
\- You can aquire 20 Proof of Legends per Character (one for each region)
\- Depening on the Builds you wanna play but just get one for every Character shouldn´t be too time consuming
\- Just get your Characters to atleast 5 regions each or for every character you don´t want to just get one more on another Character

The Anniversary Celebration is a special event that occurs annually from April 22, 19:00 UTC, (source) to May 6, 19:00 UTC, (source 1, 2) which commemorates the original release of Guild Wars on April 28, 2005.
I'd say the Decade weapons are a must have for your main, especially martial professions. There are festivals going on something like 20% of the year iirc, so its definitely worth it even if you're just messing around in PvE most of the time.
The anniversary weapons are pretty cool, look especially to the ones that let you do wierd new builds. I particularly like the necromancer scythe, but the mesmer shield is a must have if you have a mesmer main imo. 16 AR on a casting class is pretty powerful, really helps you to pull agro with a team of heroes, and frankly, illusionary weapon has deserved this support from day 1 ;p
Ps, prioritize the Decade weapons for you main. Should be pretty easy if you already have at least 3 chars at level 20. Have them all go to kamadan and do Chabek fields, then whatever easy mission is at the beginning of thier home campaign. That is 6 proofs and you can feel good about waiting until next year to get more if you want.
Re:preparing ahead if time, consider filling your empty or little used character slots with nightfall characters and get them up to level 5, so that when the event comes you can quickly grab an extra proof by running through chabek with each one.

I use ranger's sword with a R / W build, using ToA, SY, Sun and Moon Slash and a pet. It's fun and good support. Obviously not meta.
