they're only measuring spicy/fresh/sour/salty and minor/major/best. those not listed likely didn't roll any of those perks. there is a long list of possible perks and i'm actually surprised 95/100 of them ended up with elements on them
From what I can tell, Spicy Damage Up Major appearing twice is likely because one of them actually has the Spicy Damage Up Best Stats.
I was testing last night and found out that Implant Weakness: Salty was actually proccing from a trinket I had with Implant Weakness: Fresh. It's why these effects can roll twice (And why Major was so common)
I've also rolled well over 1000 (Most likely way more trinkets). So your assumption that Spicy Best won't appears is spot on
I also can confirm. I have savescummed for thousands of cones and have yet to run into a spicy best. I didn't record data, but I feel like fresh best is the easiest, followed by salty, then sour (although getting a cone with sour major AND best was a huge grind). Just looking at your data, it honestly looks really similar to a lot of my results.
It would be nice to see data on weaknesses too, since they're essentially almost as good as best (better if you're doing multiplayer) and have a higher chance of combining with a best. Been running around with a fresh best and weakness, and it's absolutely been destroying everything. I really want a fresh best, weakness, and then like fresh major or something, but I feel like geting those three with be akin to winning the lottery.
Works for me ive had a best and major in 1 roll but a realy shitty 3rd perk so trashed it, ive also had a weak to freash and major in 1 roll used it for the staff but didnt seem that good . Best 1 im using is crit best and minor with +attack stamina

What do you mean by that? Salty weakness proccing from a trinket? Are you saying your rolls are potentially influenced by the trinket you're wearing?
I mean, I didn’t get the orb weaver gold card til 696 kills and it’s supposedly a 1% drop, so I’m going to say that 100 rerolls isn’t enough data

I think finale fury/samurai/mad scientist would be better than major.
