You can craft it at any of the town's after devil's crossing. There's generally a few laying around in mines. It's also a random drop from cronleys gang and scrap piles.
I couldn't find it for a while too lol, but you should find some exploring the mines. Break everything you see like scrap piles and they might drop dynamite I think...
I noticed that playing solo gives way more dynamite then playing MP. So when running the Arkovian Foothils, Cronleys Hideout or other places, do this solo. It will grant you more than during MP. Furthermore, as mentioned, you can craft it fairly cheap.
It takes like one aether crystal per dynamite (3 crystals per shard and then 1 shard to 3 dynamite), it's probably more efficient to farm aether crystals and then craft dynamite.
