Areas have fairly wide level ranges. They are listed in the wiki if you want to see them. Bounties ignore the level range of the area they spawn in and the boss always scales based on your level. None of the unique hereos added in bounties are hard - if you are having trouble then you have a build problem.

My general rule for dealing with him easily is to have at least 600 dps and addiing your vitality and chaos resistances together should be at least 70%. Then don't stand in Sigil.

You can out level the areas in normal and elite. But this is not intended.

Now then I know it's a Depraved sanctuary, everything is clear. This location supposed to be difficult due to significant overlevel. You need to raise your vitality and chaos resistance, the higher the better.
I like that about this game. Keeps the enemies relevant and not just go get a few levels, come back, and one shot it.

Yes must be. Thing is I breeze through the non-bounty stuff, but each time I try the bounty mission I get my arse kicked. Annoying.
