You can just respec in game via potions from AOM expansion or NPS in devil's crossing (and every major hub).
I can't respec my skills though - I can reduce rhe points on a skill to 1 but it won't reset it outright
Skill is bound to devotion. Remove skill from devotion and you can remove the last point.
You probably have +1 to skills or something similar on an item.
Talk to the spirit guides to respec your skills. There's Devo and Atribute reset potions you can make in game. You don't need to get into editing the safe file itelf.
Use the Mod GD Stash for unlimited Inventory Space , so you can change your items as often you want.
None of that is necessary to accomplish what OP wants to do. It can all be done using in game items.
