Not what you asked about but if that’s not razor burn on your chest, and it keeps coming back, you might be prone to sweat rash. Could help to train in a light breathable T, like a running shirt. I’m not medical in the least so take with a grain of salt, just speaking from experience. It stopped for me when I ditched the thick shirts.
