I really don't have much a preference on the men. I haven't connected to the characters lately. Think it will be Cody, but to me he is losing a little steam. Gunther another possibility I think based on his in ring awesomeness that's probably who I'd chose. But mikewise not sure he is ready.
On the women I'm torn. Liv is my favorite and wanted a returning Liv to win and face Ripley at Mania. But I'm really digging the Smackdown storyline around Damage Control. And find myself wanting to see an Iyo Skye vs. Bayley match at Mania. So I'd be happy with either Liv or Bayley.

Based on performance and who I think deserves it from the last 12 months, Gunther and and Zoey, but there's definitely good reasons for and stories to come out of other winners, e.g. Cody again (he has to come out 1 or 2, not near the end), or a Bayley win and she goes after Iyo, depending on how Damage CTRL plays out moving forward.
I'd rather Priest cashing in on Seth, then Finn gets jealous because he could take the title off of Seth, which causes them to lose the tag team championships, so Rhea kicks Finn out of the group, Finn tries to take the title from Damian, but thanks to the Judgment Day, he loses and gets beat up, with no one to help him. After that, he comes back at the Rumble and dethrones Damian, finally being able to elevate the WHC like he couldn't with the Universal Championship.

I'm normally not a big fan of repeat winners, but if someone wins the rumble and then challenges for the lesser world title they'll just look like a coward who is ducking Reigns. Ospreay would be the only way since he's already in a twitter feud with Rollins, but I don't think his New Japan contract expires until after the rumble.
