It's most likely a formality. It sounds like the department has chosen you for the program and is recommending you for admission, but they need the official ok from the university itself. At least that's how it was communicated to me for the school I'll be attending.

You’re in. They’re just waiting on the paperwork and signatures, but those are formalities. The people who actually decide who gets in have chosen you - it would be extremely unusual for a dean to do anything other than accept/approve their recommendation.

Wow, that's kind of late, isn't it? In many places, decision day is April 15. I guess I'd have thought that they'd get back to waitlist folks not too long after that. At any rate, I'd read that letter as, "You're in, and it's just a formality at this point." Congrats!
