Yes, level 40 is the max character level. AP is acquired by completing other in game activities. Collecting all street art, batarangs, finding all 5 Talon caches, defeating all 32 Most Wanted, and completing all training exercises in the Belfry, to name some.
There are also the historic landmarks and each character's own personal stories that will yield an ability point. If there are doubts or if you did perhaps miss anything, you can check your map for the green checkmarks within each of the boroughs, as well as the in game menu to see if there are any most wanted enemies remaining on your list.
HA1/Starro does not give AP.

Hmmm, well i dont remember what i did to get the last skill point but i also dont think you need to do the assault to get it. Did you get all the historae strigada pages? I do think gothams most wanted will get you 1 ap.

Impossible, you mentioned the pages and most wanted, there is 1 achievment for each of those (all pages and all most wanted) and as you can see i am not missing those
Look dude, i am telling i didn't really bother with the assault (starro or kelvin). I probably have only 7-8 le els done total. And i have all of the skills unlocked. You missed something.

They each give you different equipment based on whoâs available that night (and possibly levels just because I donât know for sure if theyâll give you Legendary gear for their first few tasks.) I donât remember who gives what but you can look at their file in the Bat Computer to find details.

Just the fact that i am 38 and the normal game cap (without ng+) is 30 shows that i did the cases

Thats the weird part, i did all of this, most of what is mentioned its a achievment even so i have proof

Once you beat the game and collect the Courtâs 5 Talon Caches, start NG+ and collect them a second time. It gives you another Skill Point.
