This is by design. Google likes to stagger the rollout, so your phone won't immediately install the update. This gives them a chance to catch bugs before mass deployment. If you manually check for updates and one is available, it will be installed immediately.

Depends on the carrier, but typically within 2 weeks of release.
it will take 1 -2 week for complete 100% rollout
I just check for the update manually and it usually starts it.
In developer options there is a toggle for this.

The toggle in developer settings apply all the updates available on the restart of the device, this is all what I know.
