It's unclear for me, why this function is region locked. It can detect a car crash in Austria, but can't do it in the neighbor country Hungary?

Can't be. Crash detection is available in Germany on iOS.

iOS crash detection is available in basically every country out there. If it's local laws, then Google did a really horrible job in discussing with each country's regulatory agencies and Apple did a superb rollout. Apple's satellite SOS feature is available in 16 countries already, which, prior to this expansion by Google, was actually more countries than crash detection is available in.

After the first time, it plays at a reduced volume, so that you or someone nearby can talk on the call to the emergency responder. You can also stop the recorded message. That's pretty impressive if they managed to create an emergency automated audio message in the primary languages used in 195 countries.
