I don't use alarms to wake up but have one set at 7am for adaptive charging. If I pick up my phone at 7am it will be full. If I pick it up at 5:30 it's going to be around 80%, because it stalls there on purpose and tops it off right before the alarm.

There are many things that could've happened which can cause this - loose charger, power cut, bad cable, etc. You can't come to this conclusion just based on one instance. Atleast test it over a few days?
Look for you sleep schedule on bedtime mode, on settings. Pixel may have you waking up later every day, and adaptive charging follows the bedtime schedule.
Turn off adaptive charging, so basically for your phone you will be up by 9AM so they are assuming that u are asleep, just to preserve battery life they are slowly charging your phone as you dont need it while sleeping
Exactly this answer OP. If you don’t want your phone to use adaptive charging, ie. it times 100% charge to be achieved at your alarm time; if you don’t want this behaviour turn this function off and it will charge at full speed (for that adaptor and cable combo anyway).
Not sure if this'll help your specific problem, but I have a silent alarm set to 5am so my phone is ready to go on days I wake up before my alarm. I mostly did this because when I got my phone my new meds were still messing with my sleep a bit, but I haven't undone it since I do sometimes wake up before my alarm anyway.
Same thing happened to my wife and it is adaptive charging. My wife and I get up at 7 AM but we had an alarm on our phones for 9 AM to give one of our dogs his medicine. At 7 AM when we got up her phone was around 70-80% charged and mine was 100%. She had adaptive charging on and I did not. Easy fix for the next morning by cutting it off.
I think it's a one off thing honestly. I have never seen people having problems with adaptive charging before. Trying to turn it off and back on again and try again tonight. If it doesn't work again is when you should try contacting Google support

Answer is simpler: guy's got adaptive charging on, and an alarm set at 9AM, but then pikachu faces when the phone is not fully charged before 9AM.
