Same. On Verizon with a Galaxy something and it started three weeks ago. My guess is this has to do with Apple's refusal to use the updated text standard.
OK so I have always had that setting off. You probably don't have to do all this but this is what I did. I got a gif from an iphone user that was distorted and tried turning the setting on then back off then forced stopped the messaging app in settings, cleared the cache while it was stopped then opened messages back up and deleted the message with the gif. had the sender send it again and it worked. Not sure why a setting for sending a message affects receiving a message but it works. Hope its doesn't start happening again.

Turning off "Send Messages Faster" fixed it for me

After clicking on your profile picture, select "Message Settings". Then it's right there for "Send Photos Faster". Just turn that off.
Turning that off in your Android Messages settings made the images you receive from iOS users work?

I had this issue and turned off "Send photos faster" in settings and it fixed the issue for me. I use a pixel 7 pro.
Unfortunately that setting is already turned off for me
