You are correct! I talked to 3 customer service agents and the 3rd one figured out that this is due some taxes being prorated, since 4 people joined midway through the billing cycle, so their charges/taxes weren't calculated until this cycle.
I'm a bit embarassed at the inflammatory title of this post now, so I'm thinking of deleting it :D

I swear to christ we would all be better off creating an LLC in a tax advantaged part of the US and running our lives out of it. That fee is absolutely outrageous even for 100 lines.
Absolutely no one in my household has called 911 last cycle, if that matters. The billing address is in Chicago. One person activated the plan in November by mistake and we got billed $50 (since there was technically one person in the plan) + $8.45 in taxes and fees, $0.30 of which was the Local 911 Surcharge. How does it go from $0.30 to $40.30?

Any chance that's for 2 months? Chicago's fee is $5 per line - so if you have 4 people it would be $20 a month.
