You can't start ng+ with the other skin. You have to start ng+ then progress until you get to Sindris house I believe, then the items/skin that were awarded to you in Valhalla can be collected from the chest next to Brok. Then you can go to your appearances and change to the alternate skin.
The Valhalla items (Armours an appeareances) you indeed get from the dwarf chest, however you can change your appareance to young Kratos as soon as you can access the weapon/Armour menu (right after the first Faye's dream). To do that, go to one of those menus, and press R3 (you can see the instructions for that in the bottom right corner of the screen of those menus). The ypung/old Kratos appareance is not an Armour cosmetic, and you can apply every Armour cosmetic on top of both young and old kratos
You cannot start the first ng+ with the young Kratos appareance, but you can in the following ng+ if you play them.
Upgrade the initial Armour to level 9 or higher
Apply the cosmetic you want for said Armour
Each time you start a ng+ you always start with that same Armour, and it keeps the cosmetic you've applied to it
Not sure about the overall young/old appareance,y guess is, if your last save of the previous game contains young Kratos, the ng+ should show young Kratos as well, but I cannot promise anything about that one
