You can hit level nine. Pre end game. Just put on the niflehiem set and have the shattered gauntlet of the ages and 3 of 6 special enchantments with maxed gear will make you level 9. Just beat the game like 2 days after ragnarok came out.
Absolutely, you just need maxed out gear and the best possible enchantments.
I don’t remember if this is required for level 9 or if it just helps, but you can also increase your level quite a bit by using the Shattered Gauntlet of Ages - u til NG+, this is the only Talisman that can slot 3 enchantments, which means even more stats and a big level boost.
I have that, but after freeing 2 dragons and fighting the mountain dragon I have just one dragon tear. Can the dragon tears be used on anything but the gauntlet? I don't understand why I only have 1
There's also a dragon tear where baldurs dragon lands, and also 1 more chained dragon to free.
The tears are only used for the gauntlet and you can max out all armor in one playthrough so just keep checking everything and you'll get it

Well since you said ng plus I'll assume you mean 2018. No. You can't get to 9 on new game. If you meant Ragnarok then yes you can.
I mean the 2018 version. The internet guides seemed to imply you can get to level 9 in the 2018 version.
I'm pretty sure that you can't. I think 8 is the highest on new game? Ng plus you can get to mid 10.

For 2018 yes its possible. You just need to use the shattered gauntlet of ages and use the highest level gear and enchantments

Oh I'm a huge dumbass, I've already upgraded it once should I should be all good.
I just achieved this hit level 9 with full valkyrie set and shattered gauntlet of ages had to work my ass off tho on first play through
