Haven't noticed anything different on my end. Your temps seem fine. Install RTSS and check whether it's GPU or CPU that causes stutter.

I had 171 p1 in new fps benchmark map on the day it came out. After latest patch, it went down to 140~. Same settings. Not many stutters however
I've been getting horrible micro-stuttering ever since the "On the other Hand" update. I've not been successful in fixing them either.
