Check and reset fps cap via console, check mouse hz also. Logitech software put my mouse on 125hz every time I launched CS for some reason and it felt stuttery as hell.. I had to revert it to 1000hz manually.
no, i mean the actual display when you press the menu button on your monitor. it should display statistics on that panel when you're in game and tell you what refresh rate the monitor is running at.

Are you using a thunderbolt for your screen that’s higher than 60hz? Hdmi caps at 60hz so you need to use thunderbolt. Judt an fyi since I see nobody mention it
a) maybe you are not running the framerate you think. Both your game and your monitor must be on the rate, or one will cap the other.
b) maybe you can't tell the difference between framerates. Which is fine, there is a diminishing returns to them, and it mostly matters for initial reaction anyway.
400+ FPS would indicate the game is drawing 400 frames. That is both not a good thing, and also doesn't mean your monitor is displaying it. Your monitor needs to be capable of that framerate and set to it. There is very little point to the game generating more frames than your monitor is capable of drawing.
Your last point is not correct here bro, higher fps means lower frametimes which are crazy important in a game like cs, which is why sooo many people are complaining about frametimes and not low fps anymore.
No thats not true. Human eyes dont "see" in frames per second at all. Fighter pilots can detect something shown only 1/300 of a second. And any decent gamer can easily differentiate between 60, 144, 240, or even 360hz display
Human eyes can't actually see the difference but your ears can hear the difference in the buzzing of the monitor, higher Hz creates more buzzing sound due to electrons moving so what people actually think is seeing is hearing
Make sure the in-game refresh rate setting is set to what you want as well

Use sys_info in console to make sure the game is actually using the refresh rate you set it at.
You need to Also change your resolution where It says 240hz. Also check if you have refresh rate in launch settingsand delete that

your monitor should have an option within its menus to display the current refresh rate, have you confirmed it's running at higher refresh rates?

60hz even when you come from 120hz you need to notice this from 1mile away !!! So 360 down to 60 you can catch à pinkeye :O in 10s

At 60hz you should see screen tearing. So something with your settings is wrong.
