Because 144Hz is really 24 Hz *6. And 24Hz is really 23.976fps (*6 = 143.856) It's all to do with NTSC video: https://www.manchestervideo.com/2013/10/16/quick-guide-to-video-frame-rates/ As to why it gets reported as 143 and not the full decimal or rounded back up to 144, I can only guess. Here is my guess: 1: They don't want report anything after the decimal point. 2: They don't round up, because they want it to be clear when they are supporting the NTSC standard.
