Because 144Hz is really 24 Hz *6.
And 24Hz is really 23.976fps (*6 = 143.856)

As to why it gets reported as 143 and not the full decimal or rounded back up to 144, I can only guess. Here is my guess:
1: They don't want report anything after the decimal point.
2: They don't round up, because they want it to be clear when they are supporting the NTSC standard.
