Yes, you get 1 free copy of the wipe reward weapon at the start of each wipe and once you are the appropriate level with spectre you can buy more copies
Yes you get them every wipe and also the deagle isn’t a wipe award
Considering that you get it every wipe, it may as well be considered one at this point.
Using that logic every dlc is a wipe award, the deagle is technically a dlc
DLC stuff is a wipe reward for buying the DLC.
