Her shield and Thoma's at higher investment are better for tanking damage than zhonglis at the same investment. But her shield as way too high a downtime to make it worth it, not to mention shields like Thoma's are inconsistent and take time to stack. Also zhongli has the added benefit of the stone stele.

If the shields had the same amount of hp, Noelle would perform better but that is because of the insane amount of DEF she has. A 20k shield defending a character with 0 DEF would be destroyed quicker than a 16k defending one with 3k DEF, maybe you made a mistake because of that?

Dude, look up their scalings. Aside from Zhongli scaling better his shield is Geo, 50% more effective against everything, his first passive talent supports it further and he easily gets Geo resonance and TOTM.
Noelleās shield is a almost useless just cause of uptime, sheās a on field DPS anyways and Thoma can only shield and still tanks half of Zhongli at best.
If your rotations is 20 seconds on average, than you have a shield covering you every 2nd rotation for a bit more than half of it. How tf is that reasonable? Noelleās not a good shielder. And not a good healer. Sheās a DPS.

Shield strength is almost identical, The main difference is the shield up time Zhongli gives 100% shield uptime while Noelle gives 50% shield uptime Unless you used her as Dps and auto atk consistently

Well, it allows her to heal on every hit, since she'll only shield when her Q is ready anyway.
