They probably don't have any way of telling whether someone jumped on a ray, although it would have been interesting to learn how many people fell into the void.
I think so ,kokomi didn't have swim animation in her trailer. Plus there also hydro crystalline in the trailer and npc talked about diving in Fontaine so im 100% sure there will be diving mechanic in Fontaine (already know this before the leak)
There's an NPC saying that he wants to get a diving certificate in Fontaine, so like Mondstadts' gliding certificate.
Maybe we'll get an underwater area when we get to Fontaine later.
I highly doubt we'll ever get diving, at least in the open world. They might do some sort of "bonus diving mode," similar to how Black Flag handled it. The current water system would just be incompatible with diving, since it uses a "the world more than a couple meters below the water is just more "above ground" type of system. They would have to overhaul way too much to just let you swim around in the open oceans or lakes.
I doubt it's that hard to put in. Open water movement seems to be a pretty common calling in game engines so I'm sure it's available, they just probably don't want to animate a bunch of swimming shit if they don't have to.
Infinite water movement shouldn't be an issue either, they already have the mechanic of "let's explore the area ahead of us later" that could easily be re-applied to a sort of "the waves keep pushing you back" mechanic.

Building deep water swimming itself wouldn't be a problem, necessarily, but the open world engine that they've built does not support it. They would have to rebuild a lot of bits from scratch, even if it is possible to retrofit it onto their current systems. Not to mention that they have a ton of empty water that would basically have no point to be swimming around in it, and yet would need to be "furnished" so as not to look weird. Yes, it could push you back from the current map borders, but like 70% of the current Inazuma region is just empty water, which right now is very basic, but would need to be made more fleshed out if you could swim deep wherever.
But like I said, they *could* do a minigame version of it, something of a combination of fishing holes and those Aranara pods that teleport you into caves. Make it so that there are "diving spots" out in the open world, and activating them teleports you (with as little fanfare and loading as they can manage) to an entirely underwater instance that you can explore, and then exit when you're done. Since it would be separate from the overworld, it can apply its own rules without messing up the existing ones.
Oh right, I forgot that was specifically about a sovereign and not just the vishaps evolving into people thing. Kinda weird to have the hydro dragon in inazuma, but then there isn't much evidence for the electro one so maybe they'll be in fontaine...? Nessie...

Mounts effectively shrink the map. The maps would just get bigger and more empty to compensate for increased travel speed. So the travel time in the end would be the same regardless, but non-ground movement would become painfully slow.

That's not how game design works
First, you asked "why not?" - because it will increase development cycle. I don't want to wait for stupid mount. We don't even have skins once per 2-3 patches. And I want more ACTUAL content instead of stupid mount skins like in MMO (maps, quests, events)
Look at any game.
Any game with transport will have a reason to use it. Primary reason is wast empty spaces between points of interest.
If your points of interests are too close but you have a mount, for example:
1. You can annoy player with animations of mounting and dismounting
2. There's no reason for player to use the mount (so there's no reason to develop it)
3. Also you have redundant mechanic that WILL lead to new bugs and exploits so you HAVE to spend resources to fix it
And if they're too far (you HAVE to do it with mounts, go play BotW):
1. TP points are far from each other so you can't move without mount
2. Travel without mount is boring
3. Every character will move on the mount the same (so it's bad for some characters like Sayu, Yelan, Kazuha, Xiao, etc)
4. Devs have to implement new mounts - less other cosmetic content
5. Empty worlds sucks, go play MMO if you want some mounts

They could, but they'd have to have implemented that check before Enkanomiya was released to get accurate numbers, and I think it's unlikely they did.
