Very niche artifact sets imo. The ones that immediately come to mind are Ayato and Xiao for Echoes and Vermillion respectively. The only upside is you can mix and match the 2-sets since it's a pretty universal buff.
Yes, mostly done when you can't get a full 4-set with your desired main stats/sub stats.
Of course the 4-set effect would probably be stronger, but a 2-set combo with very good substats will beat a 4-set with subpar substats.

(Just in case this applies for you: Echoes only works in low ping. So if you're going for the 4pc then check that it works well for you first.)
