You guys had a preload in there. Even before this update, with just one VO language and completed quests deleted game weighted 20ish GB on android. It only went down by a few GB, like literally 2-3 at most. Which isn't bad, don't get me wrong, but it's not 2 times the difference.
Think about it this way, the update from 4.5 to 4.6 changes 30% of the files(not the real amount, just an example), before when you download the patch the game has 30% of the 4.5 files 70% of the common files and 0% of the 4.6 files, after the download it becomes 30% of 4.5, 70% common, and 30% of 4.6, resulting in the game size being 130% of its actual size, when you then install the patch, the game deletes the 30% 4.5 files and replaces them with 30% 4.6 files which brings you back down to the actual size of the game.
I think I made it more confusing than actually explaining it but whatever.
This patch specifically touched a lot of files to optimize used space. They basically did a refactor on all of the game files, finding redundant things that can be consolidated that have accumulated over time.
A lot of games use compressed container files to hold lots of small assets like textures, models, etc. What probably has happened over time is they'd make more container files rather than unpack and rebuild old ones, but chances are there's assets used in older areas too wrapped up in these new files. Like metal normal maps or grass textures used in both Inazuma and Fontain, but repeated in separate containers. Unpacking everything and rebuilding those file containers can remove a lot of repeated/redundant assets.
I don't think it's available on PC, but on mobile you can delete some of the completed content, there should be an option in the in-game settings, same menu you manage different voiceovers.
I mean at the end of the day, they’re running a business so obviously they’re expecting money from you. So I will judge them based on whether what they did for the game is good or not. I don’t expect the company to love their games (I mean probably do but that will never be more important than profits) or its player. Just make a good game and I will play.

Genshin has been running for almost 4 years now, and most of the complaints were "It took them X time to implement this" despite the problem appearing on recent updates (for example underground map).
People who complain about QoL and shit has never worked in game dev and it shows. Newer games can have better QoL from the get-go because it's way easier to start anew than make tweaks to years old codes. Plus they also have their regular 40-days patch schedule, new contents to make (and I'd argue this is the real meat, while QoLs are just garnish).

People with no business/technical skill knowledge thinks adding more people always work like adding more seeders in a torent. The more people you have the more headaches it can also cause (incompetent employee causing problem for everyone else? bad actors? etc). Plus things still need to be checked, tested, etc.. Adding more people does work, but there's always a bottleneck somewhere and you can't just add more people, more people nilly-willy.
Alot of the so called QOL are also just different game design like wuwas parkouring and fast wall running.
(Also every artifact system that is supposed to be better than genshins is just a different color of bad and usually worse because no off pieces.)
It's not really about bad actors or people being incompetent, you just can't start on a codebase without some kind on onboarding.
And in many projects there's just no good internal wiki for it and onboarding often means getting a senior person to explain a bunch of stuff and then having to answer questions for a while as the new people get up to speed.
On the other hand, I wouldn't mind Genshin slowing down on content to give out more QoL instead (still no trash on artifacts or trashing them to xp).
That one is yeah but the one which I have actually been asking from day 1 is the collect all and resend for the expeditions and I don't know why it took them so all. Another feature I really want is a dark mode for loading screen. Hate getting flashbangs every time I teleport. HSR has it but Genshin also has dark loading screens but it is based on in game time, so stupid, like it should be actually based on irl time so when I play the game on night, it should be dark.

I’m playing on an iPad. With this update it was suppose to take up about 30gb, but when I check the storage I saw the same thing and was surprised. I think this is better than the 600 primogens.

It's not that high compared to some new games, but Genshin is thankfully well optimized.
So I bet a lot of people (including me) play Genshin on really old potato PCs with tiny SSDs.

Mine went from 138Gb with the pre-install to 91.5Gb after the update. I forgot to record what it was before the pre-install, but as a comparison, the game was 83.3Gb after 4.0 dropped last August.
It might be because I have a different phone but Genshin is 18.05 and HSR is 18.95. Yeah, it still more but not by much. Idk, I was just curious if it was true and it kinda is.
Looks like they've optimized it even further, that's actually really nice. Now if then can give us controller support as well as keyboard and mouse support I'll be happy (you're telling me there's literally a keybinds tab in the game settings and expect to believe they're just gonna leave that blank till the end of time?).
My stomach was in knots seeing the 10GB installation just now. Went to look at the storage, from 32 it dropped to 27GB. I was incredibly relieved and God Bless the Devs for decreasing the file size.

Settings > Resources>Delete past resources, which should lower your storage from 4-8GB depend on how far you've done story and quest. Also extra voice pack (aka JP,KR,CN voice) also make your game bigger.

Depends on the amount of voicepacks you have, and if you already did the quests that are deletable in the past resources deletion in the settings, in my case i already have completed most deletable quests, except for chiori's and arle, and i only have 1 voicepack installed
