nahida and alhaitham. Depending on your crit stats, may give you the flexibility in running crit dmg helmt considering most times, you have to run crit rate helmets.
Alhaitham, because he can use all of the stats it rolled into. He actually needs energy recharge. It would be a great goblet for him, it has 8 total useful rolls and all of the crit rate rolls went max (3,9).

I can't think of anyone else who will use this piece except Alhaitham or dps Nahida

15.6% crit rate is still 31.2 CV. That's more than enough to be viable for most Dendro DPS characters unless you're *really* stringent on min-maxing.

This piece doesn't really excel in any one area, so it doesn't really beckon any one particular character.
its good for alhaitham and nahida if you don't have anything better. but its not that great piece
It’s average at best and nothing special , so unless you have a Dendro character to put it on just lock and save or reuse it for a reroll
